He was born and raised in the Sleeper community, near Lebanon, Missouri. He entered the military as a young man, and served his country faithfully in the United States Army for a few years. While he was stationed in Alaska, he met his future wife, Linda, and soon after he was honorably discharged and returned back to the Sleeper area, he and Linda were married. He began working for Willard Quarries for a while and then was employed by Frazier Construction in Springfield, Missouri for several years. The family made their home in the Sleeper area, and Francis and Linda lovingly raised their sons. Later, Francis worked for the Elliott Power Line Company, where he retired as a foreman. Francis had made his profession of faith in Christ and was a member of Sleeper Pentecostal Church.
He enjoyed being outdoors where his favorite activities were fishing and quail hunting. He also liked tinkering with small motors. His family was very important to him and he especially enjoyed having time with his grandchildren, great-grandchildren, and great-great-grandchild.
